Dúvida: Gitlab instalado internamente utiliza serviços "online"?

Olá! Trabalho como desenvolvedor junior, e na manhã de hoje na empresa percebemos algumas indisponibilidades com o gitlab (erros como 13:update references with hooks: running post-receive hooks: GitLab: http post to gitlab api/post_receive endpoint: Internal API error (500).

Ao acessar https://status.gitlab.com/ aparece mensagem de incidente:

A dúvida é: será que mesmo com o gitlab no server da empresa (instalação, repositórios), ele utiliza serviços externos, online?
